The program known as Benazir Shikhar Wazif was designed to support the education of the children of the beneficiaries of BISP’s active sponsorship.

Introduction of Benazir Income Support Program Education Scholarship:-

The program known as Benazir Shikhar Wazif was designed to support the education of the children of the beneficiaries of BISP’s active sponsorship. This conditional cash transfer program provides financial incentives to families to send their children to schools and colleges and to prevent high school dropout rates. With the help of this program students can continue their education till higher secondary.

Why it will start:-

Benazir Education Wazif Program was launched in November 2012 in five districts.

The program gradually expanded from 5 districts in 2015 to 32 and then to 50 communities in 2018.

In January 2020, the program was extended to 100 districts and finally to all communities in Pakistan in July 2020.

The main processes of the Student Scholarship Program are as follows:-

Micro Supply Capacity Assessment (MSCA)

BISP collects data from provincial education departments on assessment of micro supply capacity of all government schools. The objective is to determine the available capacity (enrollment capacity, infrastructure, accessibility, and catchment area) of public and private schools before starting the registration and enrollment process. Supply capacity for private schools is determined by the identification of mothers at the time of enrollment of the child.

Social Mobilization of Benazir Income Support Program Education Scholarship:-

BISP increases educational awareness by mobilizing beneficiaries to enroll children in school. The field team visits the districts to encourage families to comply and find reasons for non-compliance. Mobility increases when compliance activities are halted due to school closures.

Benazir Income Support Program Education Scholarship Registration and Enrollment:-

Registration is an important step in the education scholarship program. After the SCA is completed, an important registration process begins where all the beneficiaries are enrolled. Families who are eligible for the program are encouraged to enroll at centers near their homes through targeted communication efforts and mass media campaigns at the local level. Successful registration qualifies the family and its eligible children to be beneficiaries of the program.

Admission and Attendance:-

The Benazir Education Wazif program provides cash transfers based on school attendance of children. Families must comply with enrollment and attendance requirements to receive benefits. Non-compliance results in termination of cash transfers. Compliance aims to ensure that children take shared responsibility for their education. Enrollment and attendance compliance objectives include identifying eligible beneficiary children for cash transfers, triggering alerts for noncompliance, and suspending children from the program after three absences.

Case Management:-

Case management is an important function of the program. Beneficiaries submit various complaints to the field offices and resolving them promptly will not only increase the efficiency of the program but also encourage the BISP beneficiaries to send their children to school. The responsibility for redressal of all grievances falls primarily on the field offices of BISP.

Benazir Income Support Program Education Scholarship Eligibility Criteria:-

Children of active beneficiaries of BISP sponsorship are eligible for educational enrollment.

The age standard for enrollment in primary education is 4-12 years.

The age standard for enrollment in secondary education is 8-18 years.

The age standard for enrollment in higher secondary education is 13-22 years.

Registration Process:-

To be eligible for Benazir Education Wazif Program, an eligible child must be enrolled in a school/college in any district of Pakistan.

Beneficiaries have to provide the following documents for enrollment: CNIC from NADRA, B-Form/CRC, and attested admission slip from child’s school/college.

Verification of B Form/CRC through NADRA database is mandatory for enrollment.

Benazir Income Support Program Education Scholarship Benefits Amount:-

Primary level tuition ranges from 1,500 to 2,000.

Secondary level tuition ranges from 2,500 to 3,000.

Higher secondary level tuition ranges from 3,500 to 4,000.

Graduation Bonus for Girls:-

Three levels of education are listed: primary, secondary, and higher secondary.

For each level of education, there are three columns indicating student enrollment numbers.

Columns represent 4853113, 4453211, and 9306324 years for primary. 1323955, 1082904, and 2406859 for secondary; and 156851, 140810, and 297661 for Higher Secondary.

The total number of students for each column is listed below, with entries of 6,333,919 for the first column, 5,676,925 for the second column and 12,010,844 for the third column.
